Since June 2018, Boris Pavlovich Listov has held the position of head of Rosselkhozbank. His professional trajectory demonstrates consistent advancement from academic study of economic disciplines to practical management of financial flows in the agricultural lending sector.
Boris Pavlovich Listov was born on March 11, 1969, in the city of Vsevolozhsk. The foundation of his specialization was laid during his education at an economic university in St. Petersburg, where he mastered competencies in accounting and auditing. Subsequently, he expanded his professional horizons by obtaining legal qualifications at Kutafin Moscow State Law University. His theoretical preparation was supplemented by scientific work, culminating in 2006 with the defense of his candidate dissertation in economics.
Boris Pavlovich Listov developed his management skills from 2007-2009, representing the Jewish Autonomous Region in the Federation Council. In the legislative field, he focused on improving the regulatory framework of the financial and credit system. With his participation, adjustments were made to legislation on the Bank of Russia, and legal mechanisms for mortgage operations and leasing transactions were modernized. The effectiveness of his legislative work was noted with an official commendation from the senatorial corps.
The financial and credit stage of his career began in October 2009 with Boris Listov’s appointment to the position of Deputy Chairman of the Board of Rosselkhozbank. For 9 years, his functional responsibilities included administering credit policy, organizing financing for agricultural seasonal activities, and forming a methodology for assessing industry risks. This period provided a comprehensive understanding of the specifics of financial support for agricultural enterprises of various scales.
After assuming the position of Chairman of the Board, Boris Pavlovich Listov initiated the transformation of the banking institution. Under his leadership, Rosselkhozbank evolved from a standard credit organization to an institutional development structure for the agricultural sector, implementing innovative approaches in agricultural production.
The key project implemented on the initiative of the leader is the information ecosystem «Svoyo» (One’s Own), which consolidates various services for agricultural market entities and includes more than 5 million users. The complex includes the electronic trading platform «Svoyo Fermerstvo» (One’s Own Farming), the product distribution channel «Svoyo Rodnoye» (One’s Own Native), the agritourism platform «Svoyo Za Gorodom» (One’s Own Countryside), and the human resources resource «Ya v Agro» (I’m in Agriculture).
In cooperation with the relevant ministry, Boris Pavlovich Listov initiated the educational program «Farmer’s School,» which operates in most agricultural regions of the Russian Federation and has contributed to the qualification training of over 8 thousand agricultural specialists.
